Purpose before capability. Realization before possession.
Capability 4.0 is XCNTRY's purpose realization ontology: a stable language for deciding what must become possible, who or what can carry it, and under which conditions capability becomes real.
Capability 4.0 is not just a better enterprise capability map.
It is a shared modeling language for purpose realization across human, organizational, institutional, technological and social contexts. It connects values, purposes, reusable capacities to act, bearers, realization conditions, orchestration, outcomes, evidence and learning.
A capability is a structural capacity of a bearer to transform a class of inputs into a class of outcomes according to a distinguishable success logic across multiple situations.
The central object is a network, not a tree.
Traditional capability models freeze the enterprise into a hierarchy. Capability 4.0 treats relationships as first-class claims, so each view is generated from a governed network for a specific purpose, situation and evidence need.
Relationship claims
A generated view can guide action, investment or governance, but it does not become the canonical hierarchy. The network remains the source of truth.
Four design moves make it usable beyond org charts.
Capability 4.0 keeps the usefulness of capability thinking while removing four assumptions that break in agentic organizations.
Ontology shifts
Capability can describe a person, institution, system, software agent, team, ecosystem or mixed sociotechnical bearer.
Composition, dependency, substitution, constraint, evidence and feedback relationships are modeled explicitly.
Owning a capability does not prove it can be realized in a specific situation with specific authority, resources and constraints.
The model separates the capability identity from the bearer that may carry it under governed conditions.
This is why XCNTRY can reason about humans, teams, organizations, institutions and AI agents in one language without treating them as interchangeable.
Capability becomes governable when every question has a home.
The ontology separates strategic intent, capability identity, bearer qualification, activation conditions, orchestration and proof. That separation lets a city decide what should happen before it decides which agent, team or system should do it.
Value Space
What matters?
Defines what must be preserved, improved or protected before capability design begins.
Purpose Space
Why should this capability matter now?
Turns value into a concrete responsibility, intended change or purpose instance.
Capability Space
What must become possible?
Defines reusable capacities to act, independent from the temporary bearer that may carry them.
Bearer & Agency Space
Who or what can carry it?
Qualifies humans, teams, institutions, systems or agents without treating them as interchangeable.
Realization Space
What must hold for action to become real?
Models opportunity, access, resource, legitimacy and authority as explicit conditions.
Situation Space
What context changes the answer?
Captures urgency, uncertainty, novelty, constraint and risk around the work.
Orchestration Space
How should capability be arranged?
Configures bearers, sequence, resources, authority, intervention and transition conditions.
Outcome Space
What changed, and did it matter?
Separates activity completion from meaningful outcome, quality and value contribution.
Governance & Provenance Space
Can the decision be trusted later?
Preserves evidence, legitimacy, accountability, appeal and institutional memory.
The bearer carries capability. It does not define it.
Capability 4.0 separates intrinsic capability identity from purpose-relative role. That lets XCNTRY compare different bearers without pretending a software agent, human team and institution have the same authority, rights, risks or evidence burden.
Bearer-neutral means the ontology can describe many kinds of actor. It does not erase differences in agency, legitimacy, rights, responsibility or intervention authority.
Possession does not equal realization.
A capability can exist and still fail to realize value. XCNTRY therefore treats realization conditions as explicit governance objects instead of background assumptions.
If the conditions are missing, the correct response is not to blame the bearer or inflate the capability claim. The city changes the condition, changes the bearer, changes the orchestration, or stops.
When value is not realized, Capability 4.0 does not jump to blame.
A gap can occur because the purpose was unclear, the capability was misidentified, the bearer lacked authority, realization conditions were missing, the situation changed, orchestration failed or the evidence contract was too weak. The diagnosis follows the chain rather than collapsing every failure into skill, adoption or effort.
Purpose gap
The intended change is ambiguous, conflicting or no longer legitimate.
Capability gap
The required capacity to act was not correctly defined or decomposed.
Bearer gap
The selected person, team, system or agent cannot legitimately carry the capability in this situation.
Condition gap
Opportunity, resource, access, authority, power or legitimacy is missing.
Orchestration gap
The sequence, intervention trigger, role split or transition condition is wrong.
Evidence gap
The outcome cannot be trusted because measurement, attribution or provenance is insufficient.
PRK makes the ontology computable without turning it into a static map.
Capability 4.0 defines the language. The Purpose Realization Kernel applies it: it turns purpose into capability requirements, bearer qualification, realization conditions, authority boundaries and evidence contracts.

PRK is the computable semantic and reasoning core.

Human comprehension is necessary. It is not the operating system.
Capability 4.0 does not solve governance by assuming better awareness, training or goodwill. Humans retain final responsibility for value, purpose, legitimacy, appeal and constitutional judgment; XCNTRY makes the operating conditions explicit enough for agents and institutions to be governed.
Humans hold
System governs
Capability 4.0 is the grammar under Agent City.
Agent City needs more than agent execution. It needs a way to define the purpose, identify the required capability, qualify bearers, bind authority, test context and preserve evidence before artificial capability is allowed to matter.
Purpose Realization Kernel
Turns purpose into capability requirements, bearer qualification and evidence conditions.
Capability Marketplace
Admits work and bids only when capability identity, authority and evidence are explicit.
Accreditation
Separates capability claims from permission to operate in a real situation.
Evolution Control Plane
Compares bearers by contextual fitness, not generic model reputation.
Short answers for recurring category questions.
Is Capability 4.0 just an enterprise capability map?
No. Capability 4.0 keeps capability mapping useful, but it models value, purpose, bearer, realization conditions, situation, orchestration, outcome, evidence and learning as a purpose realization ontology.
Why does Capability 4.0 separate possession from realization?
A person, system or agent can possess a capability and still fail to realize value if opportunity, resource, access, authority, legitimacy or orchestration conditions are missing.
What makes Capability 4.0 relevant to AI agents?
It lets XCNTRY reason about humans, teams, institutions and software agents in one language while preserving differences in agency, authority, rights, evidence burden and intervention responsibility.
How does Capability 4.0 connect to XCNTRY?
XCNTRY uses Capability 4.0 as the semantic grammar under Agent City, Purpose Realization Kernel, Selection Evidence and human-governed agent evolution.
